CONTRACT
AND PROCUREMENT SERVICES

Contract
and Procurement Services (C&PS) shall provide contracting, procurement
and other related services in support of the university’s mission.
Units within the department include Contract & Procurement
Services and the Property Survey Board. |

Contracting and Procurement Policy |
|
|
|
It is the responsibility of the Contract and Procurement Services (C&PS) department to perform contracting functions for the University in accordance with SAM section 1208 et seq. Under selected delegations of authority by the Director of Contract and Procurement Services, C&PS staff generate, review, amend and approve various contractual obligations, leases, licenses and agreements on behalf of the University. Only a duly authorized contracting and procurement officer of the University may bind the University contractually with outside entities, agencies, and organizations. |

General Contracting Policies |

All agreements which involve the encumbrance or payment of state funds , the use or the commitment of state property, the construction or alteration of state buildings, or performance by the University, shall require review, approval and execution of appropriate procurement or contractual instruments by a duly authorized University contracting or procurement officer. All agreements between the University and another person, firm or organization, which involve receiving money, property, the use of tangible or intangible property, in exchange for University property or contingent on some performance by the University, shall require the review, approval and execution of appropriate contractual instruments by a duly authorized University contracting officer. |

Procurement Policies |

C&PS shall be responsible to process in a timely manner, University approved requests (requisitions) for goods and services in accordance with State law and the policies of the California State University Board of Trustees. C&PS, as the contracting authority for the University, shall authorize vendors to perform according to the terms and conditions of a duly executed contractual obligation. |

Procurements |

C&PS shall provide goods and services to the campus community through the use of purchase orders , service orders , Standard Agreements , Public Works Agreements , CSU Consortium Agreements , campuswide contracts , Procurement Card (P-card ) transactions, and other approved methods. Depending on the type of procurement and the dollar value, various legal and policy requirements apply. These procedures, including formal and informal bidding rules, utilization of statewide contracts (CMAS & State Price Schedules) and other prescribed procurement methods, shall be recorded and promulgated by C&PS. The objectives of this policy are to obtain the goods and services required at the lowest overall cost within the constraints imposed by policy and law and to provide efficient and effective services in support of the University. |

Property Survey Board |
|
|
|
The director of C&PS shall act as the Property Survey Board chairperson and as such shall be responsible for the Board’s activities regarding the review, sale and disposition of Surplus State Property . |
