ADMINISTRATION AND FINANCE

UNIVERSITY POLICE DEPARTMENT |
|
|
The University Police Department is comprised of the University Police, Communications and Records, Parking Services, and Commuter and Access Services sections. The department is responsible for the protection of students, staff, faculty, and the general public; preservation of the peace; parking and traffic control; enforcement of laws and regulations; special events; commuter services; dispatch services; and law enforcement relationships with city, county, state and federal agencies. |

Parking |
|
|
All permit regulations are enforced Monday through Thursday, 7:00 a.m. until 10:00 p.m. and until 5:00 p.m. on Friday. During the summer quarter and academic breaks, permit regulations are enforced Monday through Friday, 7:00 a.m. until 5:00 p.m. All other parking regulations are enforced 24 hours a day, seven days a week. General parking regulations shall be available each quarter in the Class Schedule and in the California Polytechnic State University Motor Vehicle, Parking, and Bicycle Regulations booklet. Parking on campus is by permit only with the exception of metered spaces. This policy applies to the entire campus, which includes all outlying areas. Parking regulations are in accordance with Section 21113 of the California Vehicle Code and Sections 42200 and 42201 of Title 5 of the California Code of Regulations. |

Special Staff Parking Privileges |
|
|
Students teaching six units or more, part-time non-student instructors, and temporary help appointments to support staff positions shall be entitled to staff parking privileges. Assigned spaces are provided to the President and ASI Officers. |
|
|
Off-Duty Faculty/Staff Permits |
|
|
Complimentary off-duty faculty/staff parking permits are available from the University Police Department for faculty and staff who are on leave from the University, or otherwise on “zero” pay status during a specific academic quarter or quarters. Off-duty permits allow those faculty/staff on leave to visit campus for brief stops (mail, pick-up, checking schedules, messages, etc.). Employees must purchase a staff parking permit from the university cashier on or before the date they plan to return to active status. |

|
Executive Parking |
|
|
The Executive Parking pass is designed to assist the University’s Vice Presidents and College Deans by allowing limited privileged parking on campus. This arrangement benefits Cal Poly by accommodating those individuals on days that tightly scheduled University business trips on and off campus would otherwise impede their duties. The Executive Parking Pass shall be used only in cases where staff parking is not readily available within reasonably close proximity to the driver’s destination. |

Event Parking |
|
|
Event parking is defined as any program held on campus where reserved or specialized parking for attendees is requested or the size, location, time, and date of the activity may impact the traffic flow/access to the campus or pose a potential liability to the university as determined by the University Police Department. Event parking is only available during the academic year on weekdays beginning at 5:00 p.m., on weekends, and during the summer quarter. Event parking shall not be offered by campus event hosts during the following events: Open House, Fall Commencement, Spring Commencement, and Fall Quarter Residence Hall Move-In/W.O.W. Weekend. |

|
Storage, Repair and Car Wash Facilities |
|
|
Vehicles with valid permits may request long-term storage on University property or property under the jurisdiction of the University. Abandoned vehicles or vehicles stored without proper permission for storage will be towed away. Any parking permit issued pursuant to campus regulations shall cease to be valid when the vehicle displaying the permit is determined to be inoperative. No repair of private vehicles shall take place on the campus. Washing of private vehicles on campus is prohibited. |

|
Use of Motor Vehicles for “Living” or “Human Habitation” on Campus |
|
|
No person shall use any motor vehicle in any area on the campus for the purpose of human habitation or camping without the express written permission of the University President or designee (Vice President for Administration and Finance). “Human Habitation” includes one or more of the following activities: sleeping between the hours of 12:00 a.m. and 7:00 a.m., cooking, or elimination of body wastes. |

|
Bicycle Regulations |
|
|
Bicycle regulations are in accordance with Section 21200 through 21210 of the California Vehicle Code. Bicycles used in the course of duty by University Police Department enforcement personnel are exempt from the University bicycle regulations. |
|
|
Bicycle Restrictions |
|
|
Bicycles are not to be ridden on sidewalks, Poly Vue Drive (Inner Perimeter) from the traffic gate adjacent to the Graphic Arts Building around to the terminus of Poly Vue Drive at the Business Administration and Education Building. Bicycles are not to be ridden nor parked inside buildings or stairways. Bicycles shall not be parked whereby they impede pedestrian traffic or create a hazard, i.e., parked on lawn areas, sidewalks, or secured to lampposts, landscaping, stairs, railings, etc. |

|
Campus Residents |
|
|
Campus residents shall register/license their bicycles with University Police. |
|
|
Disposal of Bicycles |
|
|
Impounded or “found” bicycles which remain unclaimed for a period of six months or more may be disposed of or sold through auction by the University. |
|
|
Skateboards/Other Roller Devices |
|
|
The use of skateboards, roller skates, roller blades, coasters, or similar devices on the campus is prohibited, except for special events which have been authorized by Student Life and approved by University Police. |
|
|
University Police |
|
|
Police regulations are in accordance with Section 830.2 of the Penal Code and Section 89560 of the Education Code. |
|
|
Emergencies |
|
|
In the event of an emergency (i.e., fire, medical, property protection, closure of a building of any portion of a building) University Police shall be notified immediately. In the case of a medical emergency, an emergency response vehicle (i.e., ambulance, fire engine, etc.) shall be requested immediately upon notification to University Police. |
|
|
Reporting Stolen or Lost Property and Equipment |
|
|
Immediately after discovery that University property or equipment has been lost or stolen, University Police shall be notified to enable the filing of a report. |
|
|
Disturbances and Demonstrations |
|
|
Demonstrations or other disruptive activities on campus shall be reported directly to University Police. |
|
|
Firearms on Campus |
|
|
No person, while on university property, shall possess, carry or have control of any firearm, whether loaded or not, unless it is with the written permission of the university president or his designee (Chief, University Police). Exceptions are: firearms storage in state university-provided employee housing which must be in a secure lockable closet or safe and only accessible by the firearms owner; campus departments transporting the firearm directly to University Police for the purpose of on-campus predator control and specimen collection who have successfully completed a firearms safety class; individuals participating in ROTC activities while engaged in those activities; sworn peace officers of the State of California; full-time paid peace officer of another state or the federal government who is carrying out official duties while in California; a person holding a valid license to carry the firearm; an armored vehicle guard, engaged in the performance of his or her duties; an honorably retired peace officer authorized to carry a concealed or loaded firearm; and where otherwise provided by law. The University Police Department does not provide storage for assault weapons. For storage purposes, where questions arise as to whether a particular firearm is an assault weapon, University Police will make the final determination. Any on-campus activities using a firearm (i.e., on-campus predator control, specimen collection, ROTC, etc.) must be approved by the respective department head and coordinated through University Police. |

|
Traffic Accidents, Criminal Activity, Serious Personal Injury/Property Damage |
|
|
Traffic accidents, criminal activity, or serious personal injury/property damage shall be reported directly to University Police. |
|
|
Access to Law Enforcement Records and Information |
|
|
Access to, release, and maintenance of law enforcement records information, is governed by applicable regulations, statutes, case law and agency policy. These rules generally seek to balance the right of the public to access information for lawful purposes against the right to privacy enjoyed by individual citizens. |
|
|
Right to Information/Restriction on Release |
|
|
In most instances, persons involved in traffic accidents and some other incidents have a right to obtain information contained in the report regarding that incident. In certain cases, a copy of the report may be available for a fee. In cases of sexual abuse or domestic violence, information may be treated as confidential and not released to protect the identity and safety of the victim(s). |

|
Requests for Information |
|
|
Requests for law enforcement records information must be made in writing and directed to the Custodian of Records, University Police Department. |
|
|
Maintenance of Daily Activity Log |
|
|
The University Police Department maintains a Daily Activity Log that contains information regarding law enforcement activities including calls for service and complaints of a public safety nature received by the department. This log is available for public inspection Monday through Friday during normal business hours at the University Police Department customer service counter. |
|
|
Reporting of Crime Statistics |
|
|
Statistics for certain criminal offenses are reported monthly to the California Department of Justice and to the Federal Bureau of Investigation. Crime statistics gathered in compliance with the Jeanne Clery Disclosure of Campus Security Police and Campus Crime Reporting Act are published on the University Police website. |

|
Criminal Offender Record Information |
|
|
State Summary Criminal Offender Record Information (Criminal History) is maintained by the California Department of Justice. This information is for official use only, and is released only to authorized agencies on a right to know, need to know basis. This information is not for public release. Persons may review their own records by contacting the Department of Justice. |
|
|
Bomb Threats |
|
|
University Police shall be notified immediately of bomb threats. The University shall request of the local Council of Judges that persons convicted or pleading “no contest” to charges of making a bomb threat shall: receive maximum fine and imprisonment as prescribed by law; be held financially liable for the direct expenses of the university to respond to the threat; be held financially liable for the indirect costs of the university in loss of instruction time; and be held financially and criminally liable for any injury that may occur as a result of an evacuation caused by a bomb threat. |

|
University Action |
|
|
Consistent with campus student disciplinary procedures, the University shall freeze all university records and matriculation processes for students believed to be responsible for bombs and/or bomb threats; charge students believed to have called in bomb threats with PC 626.4; suspend students as soon as possible while responding to requirements for university “due process”’ and expel students from the University if convicted in criminal court or plead “no contest.” |

|
College Response Plans |
|
|
Each College shall develop a response plan for bomb threats which includes identification of alternate facilities for classes evacuated. |
|
|
Emergency Vehicles |
|
|
With the exception of those regulations outlined in the California Vehicle Code, emergency vehicles are exempt from the California Polytechnic State University, San Luis Obispo Motor Vehicle, Parking, and Bicycle regulations. For the purpose of these regulations, an emergency vehicle is defined as any publicly owned two-wheeled, three-wheeled or full-sized vehicle used in response to emergency calls for fire or law enforcement or for the immediate preservation of life or property; or any publicly owned vehicle that is engaged in law enforcement work. |

|
Pets |
|
|
Pets are not permitted in any campus building even though on a leash, except for: seeing eye dogs, service dogs, or signal dogs serving their owners, or animals involved in authorized research or instruction programs, including social dogs. Dogs must have a valid license which also serves as evidence of a current rabies vaccination. |
|
|
Pet Safety |
|
|
Pets may not be on campus except when they are either secured to a leash or chain, the other end of which is retained by a person or securely confined in a vehicle. Pets may not be tethered on campus. |
|
|
Impoundment |
|
|
Pets found on campus in violation of these policies are subject to impoundment by Animal Control. |
|
|
Young Children |
|
|
University Police shall be notified of young children that are left unattended on the campus. University Police shall notify Child Protective Services. |

Reference |
|
|
|
