Overview |

|
The Robert E. Kennedy Library, a unit of Academic Affairs, provides instructional services and information resources for student and faculty teaching, learning, and research. The Kennedy Library supports the teaching and research missions of academic departments and colleges by evaluating and building collections, providing independent and mediated access to information resources regardless of format or location, and demonstrating and teaching effective knowledge management to students and teaching faculty. The Kennedy Library develops its collections and plans information access strategies according to policies based on a continuing analysis of the University's evolving academic programs, research interests, and user needs. Long-standing CSU policy supports a centralized Library on each campus to promote effective resource sharing and collaborative learning. |

Under the direction of the Dean of Library Services, the Robert E. Kennedy Library is divided into four organizational units: Access and Bibliographic Services (ABS), Collections Management and Special Collections (Collections), Digital Services, and Information and Instructional Services (IIS). The Dean; Head of Digital Services; and the Assistant Deans for ABS, Collections, and IIS serve on the Library’s Leadership Team (LT), whose major responsibility is the development and articulation of the Kennedy Library’s mission and strategic priorities. The LT serves as the principal decision-making and advisory body to the Dean of Library Services on major policies and planning. The LT also provides a forum for communication between Library administrators and Library faculty and staff; identifies and defines problems and policy issues requiring attention, and recommends appropriate strategies to address them; and functions as the forum for discussions, evaluation, and refinement of new and/or revised polices and procedures. The Dean of Library Services reports to the Provost and Vice President for Academic Affairs and is a member of the Academic Deans’ Council. |

Access & Bibliographic Services, Kennedy Library |

Under the direction of the Access & Bibliographic Services Assistant Dean, this unit includes the following areas: • Bibliographic Services: Creates and maintains bibliographic records providing intellectual access to Library resources in all formats; • Circulation: Creates and maintains borrower and circulation records and statistics, maintains general stack collections; • Course Reserves: Delivers required or collateral reading materials selected by faculty in print or electronic format; • Current Periodicals: Houses and maintains current issues of international and domestic newspapers and designated journals; and • InterLibrary Loan & Document Delivery: Borrows on demand physical and electronic materials owned by other libraries and reciprocally lends to other libraries. |

Access Privileges |

The Robert E. Kennedy Library is open to all at stated hours. However, borrowing privileges for physical items are available only to Cal Poly faculty, students, staff, administrators, and emeriti faculty and staff; Cal Poly Alumni Association members; courtesy card holders; community borrower cardholders; or CSU faculty. Remote access of electronic resources is generally limited by licensing agreements only to students and faculty. On-site access for others is provided as licensing permits. Persons unaffiliated with Cal Poly may purchase an annual community borrower card to borrow physical materials and place a limited number of interLibrary loan requests. |

Collection Management and Special Collections, Kennedy Library |

Under the direction of the Collections Management Assistant Dean, this unit includes the following areas: • Collection Development: Evaluates, selects, and acquires materials for the main collections in support of college curricula, including books, journals, visual media, and electronic resources, through consultation between Library and teaching faculty; • Special Collections: Develops, organizes, interprets, and provides researcher access to distinctive, scarce, or unique collections of manuscripts, photographs, books, and other paper-based records in support of the University’s curriculum, usually acquired by legal gift agreements from donors; and • University Archives: Serves as the official repository for primary sources and other materials that document the history, growth, and development of Cal Poly. The University Archives collects administrative records, campus publications, visual materials, monographs by members of the faculty, and regalia. Confidential records, including human resources files and individual student transcripts and records, are not retained in, or managed by, the University Archives. |

Senior Projects and Master’s Theses |
|

Senior projects and master’s theses created by Cal Poly students are submitted to the Kennedy Library from each academic department and become part of the Library’s collection. The Kennedy Library provides intellectual access to these materials by creating bibliographic records, which are uploaded to international bibliographic utilities. The creator retains copyright. Senior projects are made available for public use in the Library only. Master’s theses are available for public use in-house and via interlibrary loan. In consultation with the Library, faculty advisors may withhold from the Library’s collection senior projects or theses containing proprietary information. Each academic department determines standards for the successful completion of senior projects and master’s theses, including style guides. Changes to senior projects or theses are not permitted after the materials have been submitted to the Kennedy Library. The Kennedy Library determines the format in which senior projects and master’s theses are preserved. The Library also recommends the amount of the student fee assessed to cover the cost of preservation and access. The Kennedy Library does not host Web-based projects or theses on its servers. Non-print, non-digital projects created before Fall Quarter 2005 are not retained in the collection. |

Censorship of Library Materials |

Free access to ideas and full freedom of expression are fundamental to the educational process. Accordingly, the Library purchases and makes accessible materials in a wide variety of viewpoints. The Kennedy Library does not purposely censor any subject or viewpoint in its collections, regardless of format, and will resist any attempt at censorship or expurgation of Library materials from an outside source. Expurgation as defined as any deletion, excision, alteration, editing, or obliteration of any part(s) of books or other Library resources by the Library or its parent institution. By such expurgation, the Library is in effect denying access to the complete work and the entire spectrum of ideas that the work intended to express. The Library endorses the American Library Association Bill of Rights and supporting documents, including formal statements on Intellectual Freedom, Freedom to Read, Freedom to View, Access to Electronic Information, Services and Networks, Challenged Materials, and the Statement on Labeling. The principles of these documents are considered an integral part of this policy statement. |

Digital Services, Kennedy Library |

Under the direction of the Head of Digital Services, this unit includes the following areas: • Library Systems & Infrastructure: Provides robust, reliable, and sustainable Library digital systems and services, including, but not limited to, PolyCAT, the online public access catalog to the University’s Library holdings; delivery of licensed databases, electronic interLibrary loan, and electronic course reserves on campus and remotely via proxy servers; and maintenance of workstations for users, faculty and staff in the Library. • Programming
& Web Development: Designs, directs, and delivers the Library’s dynamic Web portal, pages,
and related digital services in support of the Kennedy Library’s Digital
Teaching Library (DTL) initiatives. |

Information and Instructional Services |

Under the direction of the Information and Instructional Services Assistant Dean, this unit includes the following area: • Knowledge Management: Library faculty members manage knowledge and promote its thoughtful use by students and teaching faculty. This includes making collection development decisions, providing research guidance, and delivering customized instruction finding and using information resources. Knowledge managers organize and/or access disciplinary information in all its formats – including electronic, print, and other media – for the purpose of facilitating knowledge creation and integration among Cal Poly learning communities. |

Library Advisory Groups |

The Faculty Library Committee is a standing committee of the Academic Senate. Membership includes one representative from each of the colleges, Professional Consultative Services, and ASI. The Provost and Vice President for Academic Affairs and the Dean of Library Services serve as ex-officio members. The Committee facilitates communication and collaboration between the Library and teaching faculty; reviews, advises, and makes recommendations concerning collections, services, and significant proposed changes that support academic quality; meets monthly during the academic year; makes reports to the Academic Senate; and makes recommendations (with Academic Senate approval) to University and Library administrators. http://www.calpoly.edu/~acadsen/CommResponsibility.html#library |
